Sir,

Foreign Office, February 23, 1914. HIS Majesty's Government have accepted the invitation of the Netherlands Government to send delegates to take part in a conference to be held at The Hague in the month of May next for the purpose of considering the means which should be taken to bring into force the International Opium Convention of 1912.

Secretary Sir E. Grey considers it desirable that an Inter-departmental Committee should be constituted, as on previous occasiens, in order to discuss the instructions to be given to the British delegates, and I am directed by him to enquire whether your Department will be willing to appoint a representative to serve on the Committee.

A similar letter has been addressed to the Colonial Office, the Board of Trade, and the Home Office, and I am to state that, on receiving replies from the various Departments concerned, the Secretary of State will endeavour to arrange a suitable time of meeting on a date in the near future.
